Canada could face penalties under Kyoto Protocol
A little-noted article in the Kyoto treaty required countries to show, by 2005, that they had made "demonstrable progress" in meeting their commitments under the protocol, but Canada has not done so.
"I conclude therefore that Canada is in current violation of Article 3.2 of the Kyoto Protocol," says the opinion, written for Friends of the Earth-Canada by Roda Verheyme, a German specialist in international law.
Canoe reports that Canada is liable to penalties and international censure for failing to respect its commitments under the Kyoto Protocol, says a legal opinion (see above) made public Tuesday.

David Suzuki will be interested to hear that. While saving the environment is a very worthwhile and correct thing to want, the Canadian Government again was interested in looking politically correct and went ahead and signed the accord without thinking it out. People have put the Americans down for staying away from the agreement, but their intuition would appear to have been correct in this thing not getting off the ground without closing down the world's factories.
